Abstract Improving government processes calls for increasing capacity and eliminating wasted time between work tasks, just as in industry. It’s easy to blame government employees for the slow pace of government processes, but the real blame lies in the systems where the work is done. Any work process consists of actual work time and elapsed time—the amount of time that passes as the process actually works. The difference between the two can range from 95 to nearly 100 percent. The challenge is to capture as much of that wasted time as possible and find ways to make the system go faster, not the people. Additional tips on capturing non-value-added time are available online.
