Abstract While introduction of safe work practices can create a safe and healthy working environment, work in many industrial sectors remains inherently dangerous. Consequently, governments have found it necessary to develop separate safety and health regulatory frameworks for these sectors. A variety of measures of safety and health performance is discussed that can contribute to effective inspection management programs. Case examples are presented to relate to the foundation of quality and to the results and lessons learned that serve as a framework for developing a performance model.
